Suppose you have the domain mysite.com. Do inbound links to
www.mysite.com carry the same value as inbound links to mysite.com ?
(assume you have no subdomains).

"www" *is* a subdomain.

FWIW I think Google counts them seperately.
I have had a page <a style='text-decoration: underline;' href="http://www.mydomain.com" target="_blank">www.mydomain.com</a> as PR5. Yet mydomain.com had PR0.
I do a redirect to one of them, so all links go there, for consistency as
much as anything else.
Of course their algorithm could have changed 5 minutes ago, so I don't get
a hang-up about it.

That still doesn't answer my question. I have some people linking to
"www.mysite.com" - should I ask them to link to "mysite.com" ?
Is the pagerank of mysite.com higher if the inbound link goes to
"mysite.com" instead of "www.mysite.com" ?

A link to mysite.com will increase the pagerank of mysite.com.
A link to <a style='text-decoration: underline;' href="http://www.mysite.com" target="_blank">www.mysite.com</a> will increase the pagerank of <a style='text-decoration: underline;' href="http://www.mysite.com." target="_blank">www.mysite.com.</a>
A link to foo.mysite.com will increase the pagerank of foo.mysite.com.
A link to lala.mysite.com will increase the pagerank of lala.mysite.com.
Is that hard to understand?

That's fine. But what is Google actually indexing - mysite.com or
<a style='text-decoration: underline;' href="http://www.mysite.com" target="_blank">www.mysite.com</a> ?
Is the search engine smart enough to understand that the page at
mysite.com/page.html is the same as the page at
<a style='text-decoration: underline;' href="http://www.mysite.com/page.html?" target="_blank">www.mysite.com/page.html?</a> Or do you have to place a 301 redirect into
your .htaccess ?
Should I tell the people who are linking to mysite.com to please all
link to mysite.com (and not <a style='text-decoration: underline;' href="http://www.mysite.com" target="_blank">www.mysite.com</a>) ?

A search engine which "understood" that would be a dumb search engine
because mysite.com/page.html and <a style='text-decoration: underline;' href="http://www.mysite.com/page.html" target="_blank">www.mysite.com/page.html</a> aren't
necessarily the same page.

Are they the same? They might be. They might not.
Just like foo.mysite.com might be the same as lala.mysite.com. But they might
not.
