I'm not sure this has anything to do with IIS. Can you be more detailed?

Hi,

Sounds like a problem with Internet Explorer (or the code of the webpage you
are visiting). If this happens to all windows, i suggest that you try
windows.inetexplorer.* (try the one most suitable for your problem). If this
happens to only some websites, there's not much you can do, they are doing
this with some kind of script.

Another cause could be the screen settings. I've noticed that when i use an
external monitor for my laptop (with other resolution), and then change back
to the laptop's monitor, i get sometimes the same symptom.

Hope this helps you!
