Try iisstate - <a style='text-decoration: underline;' href="http://www.iisfaq.com/default.aspx?view=P197" target="_blank">http://www.iisfaq.com/default.aspx?view=P197</a>
run it against the w3wp.exe, post the log here and expert will
help you analyze it.
