virtual-IIS failover for an upgraded 2003 cluster

I'm upgrading a test cluster environment to MS Windows 2003 successfully except for 2 components.

Node B in the cluster is taken down and the all the services failed over to the other node except for IIS and Oracle Failsafe. I have some idea about Oracle but, dont know why IIS will not fail over? Any ideas?

IIS doesn't do the fail-over itself -- some controller in front of the
cluster does the actual redirection based on IIS response. What is that
controller?
