unable to load local host websites

i have a w2k server with exch2k installed
when i open owa and other local site with either
localhost\exchange or ipaddress\exchange i.e. 10.1.1.1
\exchange i get a DNS error and server tries to resolve
externally but when i use name\exchange brings up owa
site, hanve checked that the website is either assigned or
assigned to local interface but makes no difference

ping and nslookup seem ok

any suggestions would be great

Control Panel -> Internet Options -> Connections -> LAN Settings ->
Uncheck everything.
