Best tool to display MPG videos on web site

I'm in a bit of a pickle here...

I have about 1,000 mpg video TV themes and I don't know what the best
tool is for displaying them on my web site. What I'm looking for is a
tool that allows the downloader to possibly preview the MPG before he
downloads it, and to show the number of times it has been downloaded
afterward.

If at all possible, I would love a rating system, whereby the videos
can be rated.

I'm hoping alt.www.webmaster can help me on this - it's one of my last
resorts.

I think Flash is the best thing to use for this.
You might also need to use a bit of JS to load the video screen on to
the users UA.
But Flash is good as it his a nice interface for videos, you can stop
and then play the video on the screen.
Not sure if you would need any JS for the actual interface, I think
that would be just to load the video.
