I think Flash is the best thing to use for this.
You might also need to use a bit of JS to load the video screen on to
the users UA.
But Flash is good as it his a nice interface for videos, you can stop
and then play the video on the screen.
Not sure if you would need any JS for the actual interface, I think
that would be just to load the video.
