Is there a way to increase the timeout value in Internet Explorer? My
browser keeps timing out on certain sites that take a long time to return.

Try this IE registry hack. Make sure to back up your registry first.

Another way is to ask teh webmaster to split the process into smaller
chunks. Kinda like wizard pages that goes next, next, next submit.
