| I have installed, uninstalled, and reinstalled IIS several times on my Windows 2000 platform, and I cannot get it to start. When I go to Administrative Tools and click on Internet Services Manager, I get an hourglass for about a second, then nothing. I don't know what version it is, except that it came with/on my Windows 2000 CD. When I install, everything seems to go as planned. Inetpub is created and all the appropriate files and folders seem to be there. I've tried NET START W3SVC, NET START IISADMIN, etc. Nothing.
Can someone point me to a KB article, FAQ, or other information regarding this problem? Email responses also welcomed, if you've got the time. Thank you.

I have been having the EXACT same problem. I've seen this
question posted all over the net but I haven't seen an
answer. If anyone does know this please tell me.

I have a very similar problem with XP Pro... I've got the IIS Snap-in installed - I can seeeverything in the MMC, anyway - but I can't start the WWW publishing service. I get the following error message:
Unable to start the World Wide Publishing service on local machine.
Error 126: The specified module cannot be found.
Note: This is installed on an XP workstation, not a server. I installed it so I could test web apps I develop in C#, and not have to actually deploy the software Or so I thought.

Do you run virus & firewalls on your server? If yes, you should tell us more

Windows 2000 Professional
ZoneAlarm Personal 2.6.362
Norton Systemworks (and Anti-Virus) 2001
I should note that I just got IIS started; although I still don't see
the systray icon, I can open IS Manager, view
http://localhost/postinfo.html, etc. I had noted that the Norton Alert
Service was taking a long time to start, so I went into Services and set
all Norton apps to manual. I also configured ZoneAlarm to Allow Server
for those apps which had requested it. Next reboot, I'm in.
I had been getting the errors described below in the Event logs. I
notice a lot of them had to do with timeouts, and thought that maybe the
long delay starting Norton was bolloxing everything else, which is why I
targeted it. I guess I'll just have to plan on starting Norton manually
from now on if I want to use IIS.
Logs follow. Note that I am no longer seeing any of these events save
the first one listed (ftpctrs2.dll).

Application Log:
WMI ADAP was unable to load the ftpctrs2.dll performance library due to
an unknown problem within the library: 0x0
WMI ADAP was unable to process the PerfDisk performance library due to a
time violation in the open function
WMI ADAP was unable to load the perfproc.dll performance library due to
an unknown problem within the library: 0x0
When manually starting SMTP:
WMI ADAP was unable to process the RemoteAccess performance library due
to a time violation in the open function
WMI ADAP was unable to load the winspool.drv performance library due to
an unknown problem within the library: 0x0
WMI ADAP was unable to load the w3ctrs.dll performance library due to an
unknown problem within the library: 0x0
System Log:
The World Wide Web Publishing Service service hung on starting.
On shutdown, get a prompt that mmc.exe is "not responding" "end
immediately?" following a prompt to save a *.msc file.

Fixing errors based on the Event log is of no use since this list of
programs -is- causing your iis trouble.
ZoneAlarm Personal and Norton is simply blocking your ports...
Allow outgoing HTTP (step 1) and of course, enable scripts (since norton
uses script blocking by default)

This KB article does not match the symptoms described by the original
poster.
The article refers to IIS 5, which is available on Windows 2000, which
always has a security tab *if* your drive is formatted with NTFS (rather
than FAT). If the drive is formatted as FAT, the article is irrelevant as
you should not be having the problem described. If you have Windows XP Pro,
you need to disable Simple File Sharing to see the security tab.

Is IISAdmin running?
Is the webserver running (eg can you connect to http://localhost/ ?)
It seems that you are having a problem loading the IIS MMC Snapin, rather
than starting IIS itself.

Can you look in the Windows Event Log please, and post Event ID, Event
Source and Description.
