Could not start the Distributed Transaction Coordinator se..

While trying to figure out my problem in another post (Dec 18,
"ASP.NET not working with IIS 5.1 and VS.NET 2003") I came across a
MSDN knowledge base item (297989) that suggested running synciwam.vbs
to change the password in MTS or Component Services.

When I run this script I get an error 8004E00F which is described in
another MSDN knowledge base item (248098) - that one gets this error
if the Distributed Transaction Coordinator service is not running. I
checked Services and it is indeed not running. When I try to start it
I get:

"Could not start the Distributed Transaction Coordinator service on
Local Computer. Error 5: Access is denied."

Does anyone know what is being referred to here? What is being
accessed that is being denied?

Additional information on this problem. I ran filemon while trying to
start the Distributed Transaction Coordinator service. It showed an
ACCESS DENIED when Windows\system32\msdtc.exe ran, logged in as NT
AUTHORITY\NETWORK SERVICE.
