Cannot start Default Web Site

Every time I try to start the default web site I get the
error:

The process cannot access the file because it is being
used by another process.

Anybody out there have an idea?

I have had a similiar issue when running ISA. I have had to stop ISA, start
the WWW, and then restart ISA.
