In the IIS Manager right click the website, select properties, go to
"Directory Security", on the bottom click the Edit button, and select
"Require secure channel"

I'm wondering: Why does IIS Manager force you to have a valid port
number under the "TCP" entry, when you have "Require security channel"
enabled?
Putting it another way, if I have a site that is only supporting HTTPS
on port 443, why do I still have to set a valid port number in the "TCP"
port entry?

I'm not sure I understand your question. By default the user needs to go to
port 80 (the equivalent of not typing anything after the domain, like,
<a style='text-decoration: underline;' href="http://localhost" target="_blank">http://localhost</a> is connecting to HTTP [not SSL] on port 80)

Sorry about jumping in, and probably diverting this thread a bit, but
this has been something I've been wondering about for awhile...
I understand that if "Require secure channel" is enabled, that going to
whatever port is in "TCP" will cause an error, but the question
is: Why does IIS REQUIRE you to put something in the "TCP" entry
when "Require secure channel" is enabled, especially since you
cannot then get to that (the "TCP") port anyway?
This (to me), just doesn't make any sense!
FYI, I did some testing, where I setup an SSL website, and I put 6111
into the "TCP" entry for the website (because it REQUIRED me to put
something there).
I can get to: <a style='text-decoration: underline;' href="https://mysite.com," target="_blank">https://mysite.com,</a> but when I go to
<a style='text-decoration: underline;' href="http://mysite.com:6111," target="_blank">http://mysite.com:6111,</a> I get a 403.4 (Forbidden erro), and if I go to
<a style='text-decoration: underline;' href="https://mysite.com:6111," target="_blank">https://mysite.com:6111,</a> I get "Cannot find server or DNS Error".

You actually just gave me a thought.
We're all saying that IIS requires a port for normal HTTP traffic even when
we set it to require SSL. We only see that it requires a HTTP port using
the IIS Manager. Has anyone loaded the Metabase editor and removed the TCP
port with SSL required? I have a feeling it would actually work.

question is still: Why does IIS Manager force you to put a port number
under "TCP", when it is basically either not used, or unreachable?

I don't know why it's that way, and I've wondered for a while too. As I
said before, I wonder what would happen if one were to manually edit it out
of the metabase

It isn't the 'default' SSL port, but you can make IIS listen for SSL
connections on any port you choose.
