It is difficult to comment without the URL of the page
with the validation error,
but if the validator found an error inside a URL string in the page,
could one of the other validation errors have been that
you did not escape ampersands in that URL?

The <legend> element is actually associated with the <fieldset> element.
A fieldset legend is a type of form element label, not a document heading.
Makes perfect sense to me.

I can't say for sure Cristina, but I suppose it's possible. I'll get
back to looking at that area again one of these days, soon I hope.

You seem to have some problems with standards (both emerging and
established) yourself; the site you link to in your signature has
hundreds of validation errors. It uses an archaic HTML 2.0 doctype,
but doesn't come close to conforming to it. It has lots of tags and
attributes from later HTML versions, and gets the syntax wrong for
them. There are opening FONT tags without any closing tags, unescaped
ampersands, no quotes around attributes that need them, hexadecimal
color values without the # sign, and lots of other problems. And one
of the things you offer in the site, ironically enough, is Web
development.
