It has instructions with some explanation on how to install IIS 4 on NT 4.0.
If you have questions about howto properly configure IIS 4 for your specific
needs, place more info on this post.

It's really a straight forward process.

Have been entering my ip address and created a virutal directory on iis
4.0 but can't seems to access it from internet. Have one subdomain
created.

Can you access it from the server, as in <a style='text-decoration: underline;' href="http://localhost/" target="_blank">http://localhost/</a> ?

Most likely you're not having any issue with IIS, but rather a routing
issue, name resolution issue or your ISP is blocking port 80.
