Looking for web server

I am looking for a web server that provides,

  MySQL Support with direct access to the server.
  PHP Support.

I am open to either a free server or one that the charges are resonable.
I am having trouble with the free servers that I have used. Two problems
have occured.

1. Transferring my database to the server. My local database is in MySQL
  3.23 and has blob data(images.) I can't get this to transfer with
  mysqldump/phpmyadmin(the comments cause it to error out) and I haven't
  gotten MysqlExport to work either. I beleive it is erroring out with the
  blob data.

2. One free server wouldn't allow my php scripts to write my blob images
  to the server disk space, therefore the images couldn't be displayed.

Custome Support is very important to ourselves and our customers,
something u just won't get with a free service. I'd be happy to
personally have a go at getting it to work (even if I have to do the
lot manually) so that you can have your site just the way you want
it.
