Well, you asked us to do the thinking. Which part of the configuration do
you think is bad?

If you want to rule out apache, quit it and leave the server on for a
while (if that's possible).
Moving to Linux or BSD is recommended. If you find your Windows box is
hacked, it's easiest to reinstall Windows and make sure it's secure so it
won't happen again (if you must still use Windows).
