I may have solved this problem: I had two problems that I was able to
correct.
1. Location of the catalog: I moved the location of the catalog into
a temp directory on the server, and everything worked fine. I was a
bit perplexed as the original location had exactly the same
permissions.
2. The IDQ files don't really default to the location you want to
index. You need to manually change ciscope entry in the IDQ file
located in the _vti_script directory on your web.
