does anyone know of any way to uniquely identify a user when his cookies are
turned off?

i tried the REMOTE_ADDR but multiple users can have the same ip.

anything???

There is no way of doing this. You will have to have a login system. Many
websites suffer from this same issue, handling proxies especially.
