Can't reach IIS 5.1 web server from internet

Hello,

I have IIS 5.1 set up on my Windows Xp machine.
And I can see my default web page from this machine.
I can also ping my dsl ip adress from this machine.

PPP Adapter Verizon Online:
IP Address. . . . . . . . . . . . : xxx.xxx.xxx.xxx
Subnet Mask. . . . . . . . . . : 255.255.255.255

My dsl connection is dynamic so the xxx's keep changing.
And I have been changing the settings accurately in both
Internet Information Services and Network connections window
to match the results of ipconfig from a cmd.exe window.

Anyhow here's the problem,
When I try to access my website from the internet, I get the error:

Internet Explorer cannot open the Internet site
http://xxx.xxx.xxx.xxx/helloworld.html
A connection with the server could not be established.

From the internet I can Ping the IP address without it being lost,
However I can't view the web pages.

Can someone please explain how to fix this?

Yes, I tried no-ip.com.
And I still get the "I.E. cannot open Internet site" error.

This is what I have set up,

Yes I set the "home directory"
In IIS, I right clicked Properties, "Home Directory" tab,
selected the option "A directory located on this computer",
and typed in the text in "Local Path" text box.

Yes I set the "default document"
In IIS, I right clicked Properties, "Documents" tab,
checked off "Enable Default Document" and added the
"helloworld.html" document.

I think I have the permissions correctly on the website folder:
This is the directory which is the "home directory",... right ? Anyhow,
From "Internet Explorer", I right clicked the "Properties", and selected
the "Security" tab. Under "Group or user names", I have this account listed:
InternetGuest Account (VIPER\IUSR_VIPER)
where the machine name is Viper... And the permissions checked off are:
Read & Execute, List Folder Contents, Read,and Write...

Obviously I've missed something, because its not working...
What's the missing piece to this puzzle?

system the program will do all the work for you. The home version is
Freeware. Also you may want to check out DNS Services IWAS2Technology
(http://www.ipupdater.com/index.php) Again the home user version is
Freeware.

Please note that most broadband ISPs block port 80. Try again with IIS on a
different port.
