IIS asking for password on non-protected files

Hi all, I'm running IIS 5 and win2k advanced server, and
it's doing something weird:

We have some .doc and .xls files available for download,
the files aren't protected by file permissions, the
anonymous web user can read them. Sometimes when a user
clicks on a link to download or open one of these files
their browser will pop up the little authentication
window, as if IIS is asking them to log in to access the
file. It doesn't seem to happen all the time, but I think
it does happen across browser versions, so I don't think
it's a bug on the client side. If you click cancel on the
authentication window it opens/downloads the file normally.

Anybody ever seen this before?
