What is the least costly solution to accepting payments online?

I do not need a shopping cart, or other 'ecommerce' functionality. All
I need is a way to process appox. 20-30 transactions a year @ $20-30
each. I don't care about the rate, as this is essentially free money
to me, but I do not want to pay set up or any other up front fees.

Optionally, I would also like to accept echecks or perhaps debit
cards, but for right now, I want to stick to credit cards.

The purpose is to collect payment for banner ads on a few web sites I
have developed, and I have found that requesting payment by checks
sent by snail mail is proving somewhat of a barrier.

Why only credit cards, do we need numbers try alt.cardz

Paypal is you best bet, and you dont want credit cards. The majority of our
sales are direct from paypal funds or transfers from the users bank account.
