I have a site that needs to accept some uploaded pictures.

What is the maximum security setting yet still allow upload by anonymous
user?

You need to grant IUSR write privileges to the target directory. No way
around that, unless you use outside authentication and impersonation (not
much better, IMHO).

Upload how? FTP? Upload component? Windows networking share?
