what do you want to do with maps? my outfit has the lowest cost of entry
maps of all major competitors.

only thing i can see on mapQuest is their client app you can download to
your cell phone or whatever. i want access to web services so i can
integrate the info into my own applicaiton, not somebody else's.

at the bottom of the page it says:
Business Solutions | Advertise | Wireless | Settings etc...
Click on "Business Solutions"... this will take you to a new page on their
website that will present you with 3 options:
Site Advantage (XML based)
Advantage API (Web API)

well, what we generally do is i-frame our maps into XML pages which makes
the feed issue irrellevant.
have a look at <a style='text-decoration: underline;' href="http://www.dataSpheric.com/services/maps/." target="_blank">www.dataSpheric.com/services/maps/.</a> if you take a look at
the code, you'll see the tag opening as

Yes they do. I send them a postcode in a query. It's not integrated, but
it's free, and serves its purpose perfectly well.
