uptime, tech support, features (php installed with zend, imagemagick
available, nice webmail, mysql plus postgresql, spam/virus filtering,
etc), good control panel...

also: a properly configured server for security. some places just turn
on safe mode for php (which really sticks for a lot of big CMS scripts
and photo galleries). if telnet/ssh is available, you should only have
access to your folders, etc.

I have access to (I'm the "webmaster") of sites on 3 different servers,
each with different levels of features and security. my favorite was at
atomhost.com, mainly because they have CPanel, while the others have
Plesk and Ensim with basic settings. Smile

Look for hosts at $10 or less, nothing less than 1G traffic, and most
importantly reliability. The last one is hard to determine when shopping
for a host.

If you need lots of space, go for one with lots of space.

If you need lots of bandwidth, go for one with lots of bandwidth.

If you want a low-cost one, go for a low-cost one.

If you're looking for daily backups, go for one offering daily backups.

That's actually a pretty stupid question, unless I have misunderstood you.
Only *you* know what you are looking for, and what is important to *you*.

Boring - your hosting service should be be boringly reliable, so much so
that you forget who it is.

Service - your host should understand they are providing a service and
behave accordingly.

There are so many to choose from I think you should upgrade that to
'inquisitive' or even 'bloody nosey'

Good communication. Communication is something too many hosts lack (or allow
to degrade as they grow).

Don't make cheapest your main factor. Sometimes you get what you pay for.

There are three prime factors:

1. Service
2. More service
3. Did I mention service

Even the best web hosts can have downtown. Sh*t happens. How well and how
quickly they respond to server crashes, power outages, DOS attacks, etc.
etc. is key #1. And how quickly they respond to individual questions and
problem e-mails is key #2.

Comparing features and prices is pretty easy. The are dozens of web sites
that do that for you <a style='text-decoration: underline;' href="http://www.hostcompare.com" target="_blank">http://www.hostcompare.com</a>

Finding out about the level of service can be more difficult. After you have
narrowed down your choices to a dozen or so that have the features you need
and fit the price you can afford, see if any if them have public forums
where the hosts respond to questions and complaints. Read them
*extensively* to get a feel for the response and service level. Most hosts
that are willing to air their dirty laundry in a public forum are likely to
be a cut above the rest, but it's no guarantee. And there are plenty of
good hosts who don't have public forums. But it's a place to start to get a
good feel ( or not) about them. But dont be disuaded by a couple of user
complaints. READ A LOT over the course of a few weeks before forming an
opinion, keeping in mind forums are likely to contain mostly complaints and
not that much praise.. See how the hosts respond.

Also come back here and ask for thumbs up or down on specific hosts.

And check these sites:

First of all, how much I get for the price I pay. IMO, they have to have a
great deal of bandwidth and space together with a fair price. Perl and PHP
along with at least one database is to me a requirement. If they provide an
uptime guarantee (at least 99.9%), then that's good too.

I have no intention of leaving my current webhost completely, even when I
get to the point of renting a dedicated server of my own. Why? Simply for
the good service I get. I've been with them since 1999 with my current
account (and had one a couple of years before that as well), and they've
always been helpful, even with debugging my Perl scripts. And they don't
even charge me any extra for that kind of service, which is also nice. Yep,
ProHosting does charge me $17.95 a month, but, WOW, do they make up for it.
They don't sit still either, they just keep expanding.

So:
I would pick out a short list of webhosts I can afford, price-wise and
feature-wise. Then, I would go check with several forums on the net (using
Google or another search engine is useful here), and read all critique,
comments, bashings, sob stories and praises about each webhost on my list.
That way, I'd know what to expect before I even contact any of those
webhosts.

Just my $0.02 worth.
