Actually a spam generator, or more commonly called a bulk mailer,
would probably be your best option.

Do you have a list of all the POP mail account addresses? If so,
looping through them with CDO will handle the task, though a lot
slower than any bulk mailing program.

i am not joking either, that is exactly the type of program you want. maybe
your use is legitamate, but it is still 'bulk email'.
