I've been asked to come up with an on-line site builder tool:
ideally a free PHP (or similar) set of scripts. The idea is
to allow Jo User to put together a simple homepage.

There's 294 PHP Content Management Systems listed at hotscripts.com
so if anyone can help me narrow it down a bit I'd be grateful!

My guess is you're looking for the wrong thing, you don't want a content
management system, you want website builder software...go to hot scripts and
search for that phrase...

Impossible if you don't give us a detailed list of requirements.

I was going by the named categories on hotscripts: there's also a "Portal
Systems" category that seems to have a lot of possibilities.<!-- ~MESSAGE_AFTER~ -->
