Is there a way I can impose the IIS bandwidth limit to ALL websites
running under IIS, or do I have to go through one at a time?

Although the MMC snapin for IIS does not show up this property as settable
you can use the MaxBandWidth metabase property at server level... (according
to msdn)
set it with adsutil
cscript.exe c:\inetpub\adminscripts\adsutil.vbs SET W3SVC/MaxBandwidth=1000

We sell a product that does this (and actually works), and provides
many additional options for bandwidth control. Attenuate has been
available for over a year and has hundreds of successful
installations.
