I want to make a forum with Php. I want permit people to put images. I want
save this images in the server.

Can i prevent external links to this images with Apache?

In a word: no. If the image can be retrived by a client, it can be
retrived and that's it.

As said above you can't really prevent it but you can make it a bit
harder by looking for a valid referer (i.e. a referer with your
forum's domain in it)
