Apache was running up until this afternoon. Now for some reason when I start
the server I get "httpd started" but when I stop it I get "httpd (no pid
file) not running". Each time I start the server another file appears in
/var/run of the form "httpd.mm.2763.sem". Anyone have an idea what has
happened. BTW I'm RH7.3.

The reason being that you messed up something. Check disk space and
which user are you starting apache with.
