Theoretically yes, but when he change the file, you'd have to restart
apache, unless you want to give him the root password... so, IMHO,
better provide the developer with a copy of the httpd.conf file
and allow him to make the changes on the copy, then start apache using
the copy instead of the "real" httpd.conf. If everything is fine you
can swap the httpd.conf with the new one and restart apache, otherwise,
just put the old httpd.conf back.
