Optimise for what? Size? You don't need a tool to do that.

Simple common sense, but as a dreamweaver user, you might have some
difficulty.

Probably not worth the effort unless you have an amazingly bloated page.
If you're designing using CSS and keeping nested tables to a minimum,
you'd never need it anyway.

Software is not fool proof in this area, so I fear you may have to rely
on this instead: <a style='text-decoration: underline;' href="http://www.csm.ornl.gov/SC99/brain.jpg" target="_blank">http://www.csm.ornl.gov/SC99/brain.jpg</a>

DreamWeaver inserts a lot of extra spaces/carriage returns for easier
readability. I don't know how to eliminate that in DreamWeaver itself, but I
simply open those html files in my favorite text editor TextPad
(http://www.textpad.com/) and use a macro to remove all "air". Don't know
about 20% but I would guess 10% easily gets removed that way.

sed -e 's/ +/ /'
pro: works
con: makes source code less readable
con: still not as good as using mod_gzip (or non-Apache equivalent) on
the server

Apache mod_gzip (and equivalents for other servers)
pro: works
con: needs you to have reasonable control of the server, a friendly
sysadmin, or a proactive sysadmin

Paying attention when writing the code in the first place
pro: works
con: requires skill, knowledge and clue

All work well with Dreamweaver, or for that matter *any* half-decent
way of writing HTML.

I was thinking that too, but the chap is a dreamweaver user.

Basically the problem is this. HTML is essentially a matter of associating
conceptual ideas with text and images. As yet there is NO software that
can understand a concept, any concept. So you are asking for software to
do a task that software is not suited for. Dreamweaver isn't that bad
compared to the other software around, so you won;t make any major
improvements. However the human mind is built to juggle concepts and
contexts and can do all this stuff in no time flat if it's given the
required data. Frankly I'd not bother attempting to improve on what
Dreamweaver outputs other than by learning to do it properly. Then you've
got a chance because even a well crafted piece of software like
Dreamweaver can't compete with a specialist tool, and the human brain is a
specialist tool for imposing a conceptual pattern.

I thought Dreamweaver had a tool to do this?

Yep...

Under Commands you have "Clean up HTML"
