I live in one of the most expensive cities in the U.S. (Honolulu) and
I see used computers/monitors for sale for as low as $60 regularly. If

Get real.

Did anyone ever tell you life is fair? I bet they didn't. If they did, go
break their neck. Why would you need a laptop? Almost any web site can be
authored in the most fundamentally basic environment.

Not sure what country your talking about. You may have a Department for
Trade and Industry who may point you in the right direction.

I suspect you will find yourself in the same position as the rest of the
world's population, if you want it, find the means to buy it.

Hit up your parents for the money to buy an inexpensive computer--not a
laptop. If not:

Use a free host. Create a web site and upload it before you leave school.
Maintain it after you leave school by using the computers at the library or
a friend's computer. Forget about any freelance work for a while and use the
site you created to help you to get a real job.
