My website www.lotmex.com use to be listed in the second position with a
specific word: loteria after google's running who links to your page is
going down to 5th page on the search.
Anyone know why?

Because Google rank changes over time, and other pages are now doing
better than you. It may not be anything that you've changed, it might
be that they've improved the quality of their HTML and links.

Do you know if there is a good reference on how to optimize for google new
changes?

I once lost top position on google when they spidered one of my sites
and the server was down. It took months to get back to #1 . And the
server was only down 2 days.

Just curious -- if your server was down, how do you know Google spidered
you?
