I can't speak for their usefulness, or whether they require anything
special in the way of permissions on the server - but here are a
number of scripts (paid and free).

Some time ago we build a tool for our clients to use which allows both
upload/delete/renaming of files on their web sites (within a special
client only folder structure) - the same tool has htmlArea from
interactive tools integrated so that clients can edit their HTML pages
using a sort of wysiwyg type editor - this allows them to turn on and
off specials, edit coming events etc, without having to become at all
familiar with HTML. They can even swap out graphics for new ones if
they want to get so bold... few do though.
We put the tool on their site - re-configure their site to use
included html snippets and images found in the upload folder, and
teach them how to use the editing tool, plus resize images using a
freeware tool we recommend - all for a fixed price (depending on the
number of pages that need to be reworked) - and we provide the php
application in a zend-encoded form, to protect our customizations and
prevent them from giving it away to others. The only requirement is
that the server have the zend optimizer installed (99% do I'd guess).
I'm sure you'll find one of the GPL systems useful and easy enough -
otherwise post here and someone will be kind enough to help for a
small consideration I'd guess.
