I've got pages with about 20-30 thumbnails on them.

When a user calls the page, only about 80% of the thumbnails appear. After
the user refreshes... then all the thumbnails appear. Is it because the
machine can't spit them out fast enough the first time around?

In my experience, this is almost always a bandwidth issue somewhere in the
link, end to end.

More likely the transfer was too slow. Any drop in bandwidth on the
course of the journey could slow it enough.
