Post subject: Looking for a free web monitor

The subject says it all. I am looking for a cheap solution to monitors a
client's website and want to know if and when it goes down.

I have a really CHEAP client how wants to host his company's website on
cable model. I want to monitor is so that I could tell him how
unreliable it is.
