free domain hosting with mysql

Hi,

I want to start keeping a 'blog and need a free host

it must have an easy to use control panel such as Plesk or Cpanel
and must have phpmyAdmin or similar (or Fantastico pre-installed
scripts)

I would be willing to register my domain through the free hosting
provider

I don't mind putting banners on my site but I would need to put them
there myself
as I need to be in control of the markup, the code must be w3c
compliant!

Personally, there are plenty of free hosting providers out there that
don't require you to register a domain through them. Just asking for
trouble later on if you want to move to another provider. So, I would
go with a cheap domain registrar like GoDaddy and make sure you find an
online promo code to save ten percent if you do use them.
