I share your reluctance to reveal the host. I do not want to hurt our
relationship and I really don't want to change hosts, but they need to
find a solution regardless of the cause of the problem.
They have not shared with me what you wrote above about the cPanel
people. The first time I asked about it, they gave a reasonable
response; but the second time I asked, after I saw on cPanel's forums
that there are a number of possible pitfalls when upgrading cPanel
that might cause this problem, they seemed a bit snippy.
By the way, there was a previous problem with cPanel that I solved for
them. They had failed to upgrade Perl when they upgraded cPanel and
doing so fixed the problem. Now they get short with me when I suggest
a solution to their current problem.
If SpamAssassin is eating CPU cycles as they say -- and NOT doing it's
job -- then why is it still running?

Oct 16 - 76 spams, 15 scored
Oct 17 - 59 spams, 4 scored
How many websites are running on cPanel 11? It has to be many, many
thousands. I think if this was really a matter of cPanel not getting
along with SpamAssassin, I would find some posts about it via Google,
but that isn't the case.
