Ken,
Thank you for answering my post. You suggested that I
look in the event log for the event corresponding to this
error message.

I looked in all three event logs, and could not find any
event for this message. The message box for this error
message had no title, and it used the exclamation point
inside the yellow triangle.

The last event that the logs showed occured at least 30
mins before I tried to start IIS, so there was no event
for this error.

What else can I try?

You might want to stick with orginal thread.
you issue is related to IP/Port binding.
