A domain name is merely a "link" to your website files. You need somewhere
to store your website files. So, no, you can't have a domain name without
someplace to point it to.

and "publishing" with MS FrontPage implies "uploading" but if the person has
a cable/DSL connection, then it would be possible not to rent hosting, but
to use the IP address for the internet connection (and web server s/w on
that PC to display pages when someone goes to browse - not recommended
as it requires machines to be left online and perhaps vulnerable to any

No you cant....

Do remember this though - you will need a good quality webhost and domain
name if you are to run a successful website. There is nothing worse thamn a
host whose servers are continually going down. Domain names are so cheap
these days that it shouldn't make a difference to you - you can get a .com
domain name now for less than $10....
