Portal is an entranceway - usually one that many people set
as their home page - the one their browser loads when they
first go on line. A portal usually contains news and views
and links to a whole bunch of other sites - plus some
advertising etc. An ISP's portal also has usful stuff for
their clients like access to members area/service admin and
tools etc.
A CMS = content management system. This is one that
authorised people can add content to a site, usually without
knowing anything about building a web page, html etc. Often
has a backend admin area where people can change the look
and feel of the site, add content etc. Some CMS also allow
members to set how the site looks to them without effecting
how it looks to others - like phpnuke et al.<!-- ~MESSAGE_AFTER~ -->
