apachecl configtest return Syntax OK
here is the file that pulls the code

when I say "not working" I mean that this file is not pulling
the [cgi] server side include and printing (or appending it)
as text to the html as it is being served off the web server..

Documentation says this:

"The value specifies a (%-encoded) URL-path to the CGI script. If the path
does not begin with a slash (/), then it is taken to be relative to the
current document."

I may be wrong but from this I'd say that you can't use a URL that begins
with "http://".
