If you want to debug code, then the message you are seeing is irrelevant.
As Kristofer says, this is related to NetBIOS browse master elections. On a
network that is using NetBIOS, certain machines keep a master list of
servers available on the network. When your computer wishes to connect to
another machine, it consults the Browser Master or Backup Browser Master for
a list of servers (this is the list you see in Network Neighbourhood etc).
It is unrelated to IIS functioning, or to debugging your own code.
