Post subject: How to control FTP downloads?

I want to set up an FTP downloads for members, but I don't want them to
spread the passwords and let everyone download from it.

Is there a way to set up a daily download limit in FTP server? or max logins
per day.

I am using Serve-U on Windows and Standrad Redhat FTP server.
