Here in the States, housing-developments are usually one of two things.
First is low-income housing and second is those roads that cut into the
woods with one cloned house after another, a development.
Everyone here knows that clones like their content pretty much the same all
the time. Replication Nation.
And most likely the low-income housing developments simply can't justify
paying the additional Refresh Surcharge Rates they charge today! Hmmm...

Ok. Send your Host a Support Ticket or Email, however they do it.
Ask them to update/cut the cache/set the TTL to more reasonable rates...etc.
