charging African credit cards - Belgium bank account

I'm building an e-commerce site for one of my customers. Until today
I've used verisign's payFlow Pro service for credit card processing on
my e-commerce sites.
My new customers bank account is in Belgium, and in order to use
verisign he must have an internet merchant bank in the United States,
but he don't have one.
I am looking for a Belgium company to do the processing, where can i
find one?
The site will sell the products to African people, so i need a company
witch can charge African credit cards.
