I believe I am having the same problem.
I have a 1 week old Dell Laptop (Inspiron 5100) with Windows XP Professional. I have installed IIS 5.1 twice now without success. BTW, I've also installed Visual Interdev 6.0. I am using Earthlink DSL to connect to the web.
When I type <a style='text-decoration: underline;' href="http://localhost/MyVirtualDirectory/MyTest.htm," target="_blank">http://localhost/MyVirtualDirectory/MyTest.htm,</a> IE 6 takes about a minute before responding with "The page cannot be displayed ... Cannot find server or DNS error". The same thing happens if I just type <a style='text-decoration: underline;' href="http://localhost" target="_blank">http://localhost</a> or <a style='text-decoration: underline;' href="http://localhost/MySecondTest.htm." target="_blank">http://localhost/MySecondTest.htm.</a> MyTest.htm and MySecondTest.htm exist and display correctly in IE if I just open them from Explorer.
I do not have a home network.
My testing has consisted of the following:
- I have tried this with the laptop disconnected from the DSL modem and with McAfee Personal Firewall disabled.
- I am able to ping localhost successfully which responds with 127.0.0.1.
- Replacing <a style='text-decoration: underline;' href="http://localhost/" target="_blank">http://localhost/</a> with <a style='text-decoration: underline;' href="http://127.0.0.1/" target="_blank">http://127.0.0.1/</a> makes no difference.
- I have set the directory permissions to read / write / execute.
- I am logged in as a Computer Administrator user.
What else should I look at to try to correct this problem?

Start with:
Control Panel -> Internet Options -> Connections -> LAN Settings ->
Uncheck everything.
Then post actual error messages if this doesn't work, along with
specifics about what you've tried.
