I just noticed this link in my Cpanel.
Why would I want to do this?
Does this work like a robots.txt to block
crawlers etc. If I know their IP?

It depends on WHICH control panel you are referring to...

OK, so maybe you are referring to IIS? For example, I have the IIS FTP server
running with authentication. However, even with authentication the IIS FTP is
hackable, so I only allow access from IP ranges that I normally connect from.
Everyone else is dropped without a chance of doing anything.
