Chris is absolutely right. There is really no reason to build your own
software when so many other really good online store management system
available that already do what you are trying to accomplish. Managing
shipping is a piece-of-cake option with MiracleCommerce from
MiracleFruit. You can used fixed cost shipping, weight based shipping or
real time shipping if you choose to. I have been using it for quite a
while and I am please to say that it works well under various different
types of business.
If you do run run into problems with implementing Shipping, do reply to
this. I know an accomplished programmer over at MiracleFruit who has
worked on Shipping for MiracleCommerce. He may be able to help.
