There are a number of software apps that would give someone a login to
a database where they are put the content of the newsletter into that
database, which then shows it online.
No need for FTP, special permissions, or even using an HTML editor.
This site is mine personal one

and all of the content is edited view a webpage interface to an access
database. There is even a simple HTML editor for bold, italics,
hyperlinks and stuff like that. It happens that I wrote that
software, but there are others and they are cheap.
