I have no idea. I can only tell you what the problem was and one possible
way to get into that state. There may be other ways... basically, it
happens when you somehow use an older metabase file that is encrypted with a
different machine key.
If you can re-image and it gets you back in the state where the metabase
file encryption matches the machine's encryption key, this issue obviously
won't exist...

Reinstalling did not work. Same error. Luckily we had an backup-image
of the system partition.
Now everything works fine with the same configuration I had before.
How could that error occour?
